JOB DESCRIPTION: Community Development / Livelihood Officer

OVERALL JOB DESCRIPTION:
The Livelihoods Officer is responsible to assist Project Manager and communities in planning, implementation and monitoring of key project activities of the project in close coordination with different stakeholders and service providers. S/he should lead the project team in innovation and introduction of disaster resilient livelihood strategies. The incumbent should lead to identify the needs and opportunities of skill based, low investment demanding and environment friendly livelihood strategies, entrepreneurships and other possible interventions to enhance resilience capacity of poor and vulnerable urban dwellers and communities.S/he must know the important elements in project i.e.livelihoods, climate change, food security, disaster risk reduction, policy reforms, gender mainstreaming and environmental protection. S/he will be required tohold lobbying and awareness raising meetings with communities, relevant stakeholders including district administration, organizing workshops, theaters and trainings etc. and prepare the reports

RESPONSIBILITIES:
• Assist the Project Manager in making an action plan and development of steps and strategies to implement the project.
• Assist in developing the questionnaire for collecting baseline information.
• Assist in Preparation of an action plan for the accomplishment of the set targets.
• Support the Project Manager and other project team in all aspects of implementation of an integrated project of food security, livelihood and disaster risk reduction in the district.
• Work closely with community members to ensure their proper participation, mobilization of the communities and formation of UC and Village-level disaster risk management committees.
• Identify the potential trainees from the target communities and facilitate them trainings, including support to the trainers
• Facilitate and assist with participatory community identification and assessment of hazards, coping capacities, response strategies, and etc. using PRA techniques.
• Facilitate to Mobilization team in identification trainees of technical & vocational trainings
• Facilitate to team in development of business development plans of technical & vocational trainees
• Facilitate to project team and VDMCs in establishment of small scale of businesses at local level
• Facilitate to VDMCs & UDMC in establishment of Community Endowment Fund and its operation
• Facilitate to VDMCs & UDMC in establishment of One Value Chain and its operation
• Support in advocacy based and awareness raising activities.
• Ensure proper documentation of all activities.
• Submit timely and accurate activity reports.
• Any other task assigned by Project Manager

Required Skills:
• Professional work experience on livelihood centred approaches on poverty and vulnerability reduction, micro enterprises and fund management.
• Deep professional and technical understanding of natural and human induced hazards and root causes and driving factors of disaster vulnerability in Sindh Coastal areas
• Proficient and experienced in planning, monitoring and reporting of project activities in relevant field in multi-stakeholder partnerships and collaborations
• Good Understanding on CBDRM
• Have good experience in Enterprise Management, business development or other related field with in depth understanding urban poverty and vulnerability issues in Sindh Coastal Areas
• Professional work experience on livelihood centred approaches on poverty and vulnerability reduction, micro enterprises and fund management.
• Excellent Report Writing and communication skills
Reports to: Project Manager
Duty Station: Thatta with extensive field visits of Kharo Chhan & Keti Bunder union councils
Job Status: Full time
Duration: Two years (initially for One Year –extendable after 1 year)
Experience: Five Years minimum
Education: Preferably MBA in Marketing / Master’s Degree in Social Sciences, Project Management, Rural Development or any other relevant discipline
